Performance & Risk Management

Overview

Performance and risk management in the district municipality refers to a systematic approach where the municipality actively monitors and manages both its performance against set service delivery goals and potential risks that could hinder its operations, aiming to optimize service delivery while mitigating negative impacts through proactive identification and mitigation strategies. Essentially, it's about balancing achieving desired outcomes with minimizing potential threats to the municipality's success.

Key aspects of performance and risk management in the district municipality:

Performance Management:

Each municipality is legally required to develop a performance management system (PMS) that will enhance organisational efficiency and effectiveness, account for the use of municipal resources and indicate the achievement of outcomes. A Performance Management System is also employed to serve as an early warning mechanism as it reflects non-performance or underperformance, thus allowing for relevant intervention for improvement.

  • Setting Key Performance Indicators (KPIs): Defining measurable targets for different areas like infrastructure maintenance, water supply, waste management, and community engagement to track progress and identify areas for improvement.
  • Performance Monitoring: Regularly collecting data and analyzing performance against KPIs to assess efficiency and effectiveness of service delivery.
  • Performance Reporting: Communicating performance data to stakeholders including councilors, community members, and relevant authorities to ensure transparency and accountability.
  • Performance Improvement Plans: Developing action plans to address performance gaps and enhance service delivery based on data analysis.

Risk Management:

The Risk Management Strategy and Framework aims to ensure that risks that could impede the achievement of objectives, are managed better and mitigated earlier, thereby improving the District Municipality’s ability to carry out its mission and achieve its goals.

  • Risk Identification: Proactively identifying potential risks across different areas like financial, operational, environmental, and reputational.
  • Risk Assessment: Analyzing the likelihood and potential impact of identified risks to prioritize them.
  • Risk Mitigation Strategies: Developing plans to minimize the impact of risks, including preventative measures, contingency plans, and risk transfer mechanisms like insurance.
  • Risk Monitoring and Review: Regularly monitoring risks and updating mitigation strategies as circumstances change.

Integration of Performance and Risk Management:

  • Aligned Strategies: Incorporating risk considerations into performance targets and plans to ensure service delivery is not compromised by potential risks.
  • Data-Driven Decision Making: Utilizing performance data to identify areas with high risk and prioritize mitigation efforts.
  • Continuous Improvement Cycle: Regularly reviewing performance and risk assessments to identify opportunities for improvement and update strategies accordingly.
