Municipal Manager

Introduction

A municipal manager acts as the head of administration within a municipality, responsible for ensuring the efficient and effective implementation of council decisions by overseeing the day-to-day operations, managing staff, and delivering municipal services to the community, all while adhering to relevant legislation and policy directives set by the elected council; essentially acting as the link between the political leadership and the administrative staff. Mr Richard Bosman is the Municipal Manager of the Overberg District Municipality.

The Municipal Manager, Mr Richard Bosman, heads the Administration arm of the Overberg District Municipality and is therefore responsible and accountable for tasks and functions as provided for in section 55 of the Municipal Systems Act.

According to the Municipal Finance Management Act, he also assumes the role of Accounting Officer.

Key responsibilities of a municipal manager include:

  • Implementing council decisions: Executing the policies and strategies decided upon by the municipal council.

  • Managing administration: Overseeing all administrative functions of the municipality, including budgeting, financial management, human resource management, and asset management.

  • Service delivery: Ensuring the provision of quality municipal services like waste management and roads maintenance to residents.

  • Financial accountability: Acting as the accounting officer, responsible for the municipality's financial records and compliance with financial regulations.

  • Staff management: Appointing, supervising, and disciplining staff within the municipality.

  • Strategic planning: Contributing to the development and implementation of the municipality's Integrated Development Plan (IDP).

  • Community engagement: Fostering communication between the municipality and the community, addressing concerns and ensuring transparency.

  • Reporting to council: Regularly providing updates and reports to the municipal council on the status of operations and performance.

  • Political neutrality: While working closely with the elected council, the municipal manager must remain politically neutral and focus on implementing council decisions.
  • Accountability: The municipal manager is accountable to the council for the effective management of the municipality.
