This information statement is published for public comment and submitted to the National Treasury and the Western Cape Provincial Treasury, at least 21 days prior to the Council meeting at which approval of the proposed debt will be considered, as required by Section 46(3) of the MFMA.
The proposed long-term debt is intended to finance capital expenditure and is therefore considered under section 46 of the Municipal Finance Management Act, 2003. The debt will not be used to fund operating expenditure and remains subject to final Council approval after consideration of public, National Treasury and Provincial Treasury comments.

This proposed debt is consistent with the municipality’s approved capital budget for the 2026/27 MTREF, approved on 26 June 2026 under Vote: Waste Management, as required by section 46(6) of the MFMA.

The Overberg District Municipality hereby advises the public that, following consultation with the Western Cape Government: Department of Infrastructure and representatives of the Tesselaarsdal community, Proclaimed Divisional Road DR1257 (Hartebees Access Road), from the intersection with Hemel & Aarde Road to the Solitaire/Tesselaarsdal turn-off (km 11.00), has been temporarily closed for the remainder of the winter rainfall season while construction works continue.
Recent and continuous heavy rainfall has caused sections of the newly constructed gravel wearing course to become saturated and extremely slippery under wet conditions, creating a significant safety risk for road users.
Motorists are therefore requested to make use of the alternative route via Proclaimed Divisional Road DR1252 (Dunghye Park Road), as indicated on the accompanying route map.
Road construction activities will continue during this period, and all road users travelling in the vicinity are urged to exercise caution, obey all temporary traffic signs, and adhere to the posted speed limits.
The Overberg District Municipality apologises for the inconvenience caused and thanks residents, businesses and road users for their patience, understanding and cooperation.
The road will be reopened as soon as weather conditions have improved and it is safe to do so.
