PROJECT NAME: Procurement of Back-Up Generators for Overberg Region
SUMMARY OF APPROVED SCOPE OF WORK PER PROJECT
As per business plan submitted on 3 March 2023, ODM to purchase and ensure the safe-keeping of three (3) 100 KVA generators for use by the District Municipality and the four (4) Local Municipalities in the Overberg region as and when required on a first come, first serve basis in response to the prolong load-shedding, thereby mitigating the impact on the provision of basic services and potential health risks.

OVERALL PROGRESS AND EXPENDITURE TO DATE
All the equipment had been ordered and the total committed amount is R1 444 312 (VAT inclusive) which is compares as follows against the estimated costs:

Another need was identified during a disaster contingency meeting in case of Eskom “Black out” to ensure that ODM’s main petrol depot in Bredasdorp will be ensured of continue power to provide fuel at the pumps to emergency vehicles. A connection cost to provide for cabling in the amount of R62 790 (VAT inclusive) is necessary to connect the system to an emergency generator which was donated to the Roads Agency to be installed on the same premisses. The balance of the saving will be reserved for any unforeseen project costs.
PROGRAMME CHART AND CASHFLOW PROJECTIONS
An application for a roll-over will be submitted for the unspent balance of the grant funding received if the delivery is delayed beyond the closure of the year end.
ANTICIPATED RISKS AND CHALLENGES
There might be delays to delivery times due to availability of generators – 6 to 8 weeks
MITIGATING ACTIONS
Orders was placed as soon as possible and if not delivered in time, be rolled over on the next budget 2023/24

Notice is hereby given in terms of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000)), Chapter 4, section 12 of the Spatial and Land Use Planning Act, and section 10 of the Western Cape Land Use Planning Act, 2014 (Act 13 of 2014), that Council adopted the Amended Spatial Development Framework for the Overberg District Municipality on 29 May 2023.

CALL TO PROSPECTIVE SUPPLIERS AND SERVICES PROVIDERS TO APPLY FOR LISTING AS A PREFERRED SUPPLIER ON OVERBERG DISTRICT MUNICIPALITY’S SUPPLIER DATABASE
In compliance with the Municipal Finance Management Act (MFMA) and other regulations, and to ensure a competitive procurement process, Overberg District Municipality invites all prospective suppliers to register on the Overberg District Municipality’s Supplier Database and the Central Supplier Database (CSD). The purpose of this database is to give all prospective suppliers an equal opportunity to submit quotations to the Overberg District Municipality.
The listing of any prospective service provider whose name appears on the National Treasury’s database as a person who is prohibited from doing business with the public sector, will be disallowed.
Please note that registration on the Overberg District Municipality’s supplier database does not guarantee business opportunities.
All prospective suppliers must also be registered on the Central Supplier Database (CSD). Registrations on the CSD can be done online at www.csd.gov.za
