The OVERBERG DISTRICT MUNICIPALITY, with its Head Office in Bredasdorp, located in the Overberg region of the Western Cape, seeks a competent and visionary leader to head the Finance Directorate. CHIEF FINANCIAL OFFICER

A competitive remuneration package commensurate with experience and proven competence is on offer, plus a 7% remote allowance. The total remuneration package excludes the performance-based bonus.

As the Head of the Finance Directorate, the incumbent will assume overall responsibility for the strategic direction and leadership of the Department.

Terms of Appointment: A permanent appointment (in terms of the Local Government: Municipal Systems Amendment Act, 2022 (Act 3 of 2022), published under Government Gazette No. 46740, dated 17 August 2022, including the signing of an employment contract and performance agreement in terms of section 57 of the Municipal Systems Act, 2000 (Act 32 of 2000), and declaration of financial interest.

Requirements:

  • Bachelor’s Degree in Accounting, Finance or Economics / Public Administration or a relevant equivalent qualification registered on the National Qualifications Framework at NQF level 7 with a minimum of 360 credits.
  • Minimum of five (5) years’ experience at middle management level.
  • Have proven successful management experience in administration.
  • Registration with a recognised relevant professional body will be an added advantage.
  • Candidates should display well developed competencies as set out in the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, Government Gazette No. 37245, dated 17 January 2014.
  • Successful completion of all Unit Standards prescribed in Regulation 7 of the Municipal Minimum Competency Level Regulations, Government Gazette No. 29967, dated 15 June 2007, as amended by Government Gazette No. 41996, dated 26 October 2018, alternatively completion of the prescribed Unit Standards within 18 months from date of appointment.
  • Excellent communication and facilitation skills in at least two of the three official languages of the Western Cape.
  • Adherence to Schedule 2 of the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, Government Gazette No. 37245, dated 17 January 2014.
  • A Code B driver’s licence and own transport.
  • No criminal record.

  • Compilation of Annual Budget and Financial Statements in accordance with Generally Recognised Accounting Practice (GRAP) and control of bank accounts.
  • Management of Assets and Liabilities of the municipality.
  • Ensure proper and diligent compliance with acceptable Municipal Finance Management Legislation in all aspects.
  • Ensure the development and implementation of strategies that will have a measurable and positive impact on Financial Performance.
  • Attending Council and Committee meetings.

Western Cape Disaster Management Centre activated to coordinate support needed after widespread electricity outage in the Central Karoo, Garden Route, and Overberg.

Anton Bredell, Western Cape Minister of Local Government, Environmental Affairs and Development Planning today confirmed that the Provincial Disaster Management Centre met with stakeholders to plan and coordinate support needed in areas that have been without electricity since Saturday evening. The power outage has affected large parts of the interior of the Western Cape when Eskom suffered multiple powerline failures due to thunderstorms.

Eskom confirmed that 7 powerline towers collapsed over the weekend, and ground crews are currently assessing the damage.

“As we do not have an indication on how long it will take to restore the powerlines, we must plan for support to critical functions such as water, sewage, hospitals, and schools in the affected areas for the next few days. Also, the weather predictions for this week shows heatwave conditions for the Central and Klein Karoo as well as the possibility of further isolated thunderstorms. This adds complexity to the electricity outage as cold chains and water supply is even more critical during these conditions,” Minister Bredell said.

In the Central Karoo, Leeugamka, Merweville, Laingsburg, Sutherland and Prince Albert have been affected. In the Garden Route District, the town of Ladysmith is affected, and in the Overberg District, Napier, and a substantial portion of the surrounding rural farming community, including the area between Wolwengat up to Pearly Beach, are also affected.

Minister Bredell said that an assessment is currently being done through the various districts, which will inform the support provided to those communities. “Support can be in the form of trucked in water, bottled water, generators for boreholes that provide drinking water, or generators for wastewater systems. We will be communicating directly with affected communities as information becomes available.”

Minister Bredell confirmed that the Western Cape Government will be working closely with Eskom and local municipalities to provide any support needed to speed up the recovery work.

PROGRAMME NAME: EMERGENCY MUNICIPAL LOADSHEDDING RELIEF GRANT

PROJECT NAME: Procurement of Back-Up Generators for Overberg Region

SUMMARY OF APPROVED SCOPE OF WORK PER PROJECT
As per business plan submitted on 3 March 2023, ODM to purchase and ensure the safe-keeping of three (3) 100 KVA generators for use by the District Municipality and the four (4) Local Municipalities in the Overberg region as and when required on a first come, first serve basis in response to the prolong load-shedding, thereby mitigating the impact on the provision of basic services and potential health risks.

The following equipment will be purchase and installed:

  • 1 x 100 KVA generator with 10 KVA UPS for Disaster Management Centre
  • 2 x 100 KVA mobile back-up generators mounted on custom built twin axle trailers.

Below is a schedule that indicated the actual cost of R1 547 491 already paid and the committed cost of R52 509 for which deliveries, installation and payments are awaited:

The two generators that was delivered on 29 June 2023, had since been mounted on the trailers and the mobile units are temporarily stationed at the Fire Brigade in Bredasdorp. Once the cable connections had been completed, the units will be deployed to the ODM depots at Caledon and Swellendam to serve as backup generators for the site offices and petrol pumps situated at these depots. From these locations, the mobile generators could then easily be deployed to assist with any dire needs at the nearby local municipalities in the Overberg District. The connections cost and cabling, necessary to connect the mobile emergency generators to operate, was not provided for in the original business plan. However, there is sufficient funding available within the grant allocation to cater for these necessary requirements. The mobile unit at Swellendam was finally installed and commissioned in January 2024. The mobile unit for Caledon was moved to the depot and await final connection.  

PROGRAMME CHART AND CASHFLOW PROJECTIONS
The grant payment had been received in full and an amended TPA signed for roll-overs.

ANTICIPATED RISKS AND CHALLENGES
The switch over connection is awaited to do the final installation at the Caledon depot. The unit will be connected temporary whiles the part is awaited to be delivered and installed. The final commissioning of the total project is now expected for the end of February 2024.

MITIGATING ACTIONS
An approval for roll-over of the unspent grant had been received from PT on 18 August 2023 and approved by Council in the Adjustment budget on 21 August 2023.
