Notice in terms of the MFMA and Call for Comments or Representation

The Overberg District Municipality, in terms of the provisions of Section 46(3) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) (MFMA), hereby makes it public that the Municipality has gone out on tender for the Provision of an External Loan for The Funding of a Regional Landfill Site, subject to approval from Council in terms of Section 46(3) of the MFMA.

The tender documents of the successful service provider can be inspected at the Municipality’s head office in Bredasdorp during official office hours or accessed on the Municipality’s official website www.odm.org.za, from, 31 July 2026.

The appointment of the successful entity will be considered by the Municipal Council of the Overberg District Municipality at the Council meeting to be held on Monday, 24 August 2026 at the Municipal Offices in Bredasdorp.

Notice is hereby further given in terms of Sections 21 and 21A of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000) that the local communities and affected parties are invited to submit comments or representations on the Provision of an External Loan for The Funding of a Regional Landfill Site. Such comments or representations must be submitted by no later than Friday, 21 August 2026 at 12h00.

Comments or representations must be submitted in a sealed envelope endorsed “Provision of an External Loan for The Funding of a Regional Landfill Site” and be deposited in the tender box at the Municipality’s head office in Bredasdorp.

Notice is hereby given in terms of the Local Government Municipal Finance Management Act, 2003 (Act 56 of 2003) that an IDP/Budget/PMS Time Schedule of Key Deadlines for the period 2026/2027, in preparation for the 2027/2032 Integrated Development Plan, was adopted by Council on 27 July 2026.

The Overberg District Municipality hereby advises the public that, following consultation with the Western Cape Government: Department of Infrastructure and representatives of the Tesselaarsdal community, Proclaimed Divisional Road DR1257 (Hartebees Access Road), from the intersection with Hemel & Aarde Road to the Solitaire/Tesselaarsdal turn-off (km 11.00), has been temporarily closed for the remainder of the winter rainfall season while construction works continue.

Recent and continuous heavy rainfall has caused sections of the newly constructed gravel wearing course to become saturated and extremely slippery under wet conditions, creating a significant safety risk for road users.

Motorists are therefore requested to make use of the alternative route via Proclaimed Divisional Road DR1252 (Dunghye Park Road), as indicated on the accompanying route map.

Road construction activities will continue during this period, and all road users travelling in the vicinity are urged to exercise caution, obey all temporary traffic signs, and adhere to the posted speed limits.

The Overberg District Municipality apologises for the inconvenience caused and thanks residents, businesses and road users for their patience, understanding and cooperation.

The road will be reopened as soon as weather conditions have improved and it is safe to do so.
